Fluffee is Emile/Blair's Cottonee in Pokémon White. She previously belonged to Dye.

Emile traded his newly caught Petilil, Mean Leaf, to NPC Dye for Fluffee both to show off the trade and for a purpose that he would show later. He took the Cheri Berry she held shortly after showing her stats.
Episode 11: Making a Name[]
Offscreen, Emile deposited Fluffee in the PC; she appeared briefly as Emile checked his PC box later in the episode.
Episode 21: The Train Going Nowhere[]
Blitzle in Emile's PC
Blitzle, along with the rest of Emile's catalog of Pokémon, was seen in the PC when Emile withdrew his Entei in order to capture Zoroark.

Fluffee, along with the rest of Emile's catalog of Pokémon, was seen in the PC when Emile was looking for a Pokémon to teach Fly.

Her Characteristic is "Mischievous", meaning that her highest IV is in Special Attack; Emile stated that this in-game trade would always provide those stats, with IVs of 20 across the board save for a perfect 31 in Special Attack.
